It is true that among the autonomous Regions it is the least autonomous: Sicily is less able to be independent of the funds that the State transfers to it to meet its needs than other Regions with special statutes. And yet, looking at the balance sheets of Palazzo d'Orléans, there is no shortage of positive indicators: Sicily is the fastest in disposing of past debts and has an incidence of personnel costs on total expenditure which is not among the highest, on the contrary it is less than half the average, in spite of what one might believe. In fact, the study by Fondazione Etica on the "public rating" of the special statute regions which compares Sicily with other bodies is entitled "An unexpected Sicily, between clichés and surprises". The public rating measures the efficiency of the administration.
